Community nursing through the Department of Veterans’ Affairs (DVA) helps eligible veterans receive clinical nursing care in their own homes. If you or a loved one has a DVA Gold or White Card, you may be able to access these supports at no cost — once the right referral is in place. This article explains what DVA community nursing is, what it covers, and the key difference between Gold and White Cards.

What is DVA Community Nursing?

DVA Community Nursing provides in-home nursing care delivered by Registered Nurses (RNs) for veterans who need clinical support to manage health conditions safely at home. The aim is to keep you well, independent, and supported in your own environment, and to prevent unnecessary hospital visits where possible.

Services are tailored to your needs and may be short-term (for recovery after illness or discharge) or ongoing (for chronic or complex conditions).

What does DVA Community Nursing cover?

DVA community nursing can include a wide range of clinically required supports. Depending on your health needs, a nurse may help with:

  • Medication support
    Assistance to take medication safely, prompts (where clinically appropriate), side-effect monitoring, and liaison with your GP or pharmacy.
  • Wound care and dressings
    Checking healing progress, dressing changes, infection monitoring, pressure sore management, and skin integrity support.
  • Post-hospital recovery
    Short-term nursing after surgery or hospital discharge to help you recover confidently at home.
  • Catheter, continence, and stoma care
    Respectful clinical care, hygiene support, monitoring and maintenance.
  • Chronic disease monitoring
    Regular check-ins for conditions such as diabetes, heart disease, COPD, arthritis, and other ongoing health needs.
  • Palliative care support (when required)
    Comfort-focused nursing that aligns with your GP or specialist plan.

Your nurse also provides education, safety advice, and coordination with other services — so your overall care stays connected.


Gold Card vs White Card: What’s the difference?

DVA Gold Card
A Gold Card provides access to treatment for all health conditions, whether or not they are related to war service. If you hold a Gold Card and a GP determines you need community nursing, DVA can generally fund supports linked to your clinical needs.

DVA White Card
A White Card covers treatment for specific accepted conditions only. That means community nursing can be funded if it relates directly to the condition(s) listed as DVA-accepted on your record.

In plain terms:

  • Gold Card = covers nursing for any clinically needed condition.
  • White Card = covers nursing only for accepted conditions.

If you’re unsure what your White Card covers, your GP or DVA can confirm this for you.

Who decides if you’re eligible?

Eligibility is based on clinical need and DVA funding rules. Usually:

  1. Your GP or hospital identifies that you need community nursing.
  2. A referral is made to a DVA-approved provider.
  3. The nursing provider confirms your eligibility and develops a care plan.
